Policy and Parliamentary Affairs Division

Re-activation of the Knesset Land of Israel Lobby – After more than a year of disrupted parliamentary activity, the Knesset ‘Land of Israel Lobby,’ was reconvened. This important forum, which we take a major role in administering, is headed by MKs Haim Katz and Betzalel Smotrich, and will renew parliamentary activity on matters pertaining to settlement and sovereignty, and will act as a forum for cooperation among MKs from all the Zionist-nationalist parties. The Land of Israel Lobby’s first legislative bill was presented this past week, calls for the application of Israeli sovereignty in Judea and Samaria, the preservation of Area C and its open spaces . This is an important forum for the advancement of Jewish settlement in Judea and Samaria and of Israeli sovereignty throughout the Land of Israel

Knesset debates in which Regavim participated

Due to the corona crisis, the number of participants in Knesset committee hearings has been curtailed, and participation of those who are not members of Knesset, the government, or official state bodies has been permitted only through the Zoom application. Despite the difficulty this creates, we participated in a number of important hearings

Committee for the Interior and Environmental Protection – hearing on construction and development plans for Jerusalem’s “White Ridge Project”

Committee for the Interior and Environmental Protection – hearing on planning and populating new neighborhoods that lack suitable infrastructure

Finance Committee – Regulation of private (isolated) farms: Report as per the Negev Development Authority Law

Committee for the Interior and Environmental Protection – hearing on regulation of waste incineration in open areas

Committee for the Interior and Environmental Protection – hearing on Sdeh Barir – environmental and health impact of trash dumping

State Audit Committee – hearing on the relocation of the Intelligence Division to the Negev

Archaeological and heritage sites in Judea and Samaria under the Trump Plan – legislative motion and vote on hearing

MK Michal Shir (Likud) submitted an official query at the request of “Preserving the Eternal” regarding the future of hundreds of national heritage sites in Judea and Samaria that according to the plans published with the Trump Plan will be removed from Israeli jurisdiction and will, in all likelihood, suffer an intenses assault of theft, looting and destruction. As a result of this query and the response of Minister of Heritage Rafi Peretz, the plenum voted to assign this issue to the Foreign Affairs and Defense Committee for in-depth discussion

The Battle for Area C

To our dismay, the hearing we initiated in the Knesset Foreign Affairs and Defense Committee, to discuss the government’s activities to prevent the Palestinian Authority’s take-over of Area C, was postponed. The Yemina faction had submitted 750 objections in the hearing that immediately preceded ours, disrupting the schedule. The hearing on our issue will be rescheduled

Field tour with MKs

In June we hosted all of the members of Yemina  on a fact-finding tour of the Negev. The tour included a professional survey of land-use issues, ownership claims, regulation of Bedouin settlement in permanent, legal communities, polygamy and more. A group of MKs from the United Arab List disrupted the tour, and were given a refresher course on the benefits package they received in return for moving from illegal encampments into the legal, permanent Bedouin townships
